On September 17, 2025, Lu Shouchun, Secretary of the Party Group and Director of the Development Service Center of Rizhao Central Vitality Zone, Zheng Lili, Member of the Party Group and Deputy District Chief of the Donggang District Government of Rizhao City, Li Shoubo, Minister of Investment Promotion and Industrial Development Department of the Development Service Center of Rizhao Central Vitality Zone, Jiang Ping, Secretary of the Party Group and Director of the Civil Affairs Bureau of Donggang District of Rizhao City, Bi Naitao, Secretary of the Party Group and Director of the Health Bureau of Donggang District of Rizhao City, Wang Gege, Director of the External Liaison Center of the Donggang District Government Office of Rizhao City, Zhuang Zidong, Deputy Minister of Investment Promotion and Industrial Development Department of the Development Service Center of Rizhao Central Vitality Zone, led a delegation of leaders including Xiao Zengjie, Chairman of Shandong Outstanding Talent Development Group, and Teng Fei, General Manager of RizHeadquarters inspection and guidance work.

Secretary Lu Shouchun and his delegation conducted a detailed investigation and understanding of the development history, core areas, business model, corporate culture, and social responsibility contributions of Youlan International. They listened to the leading concept of Youlife Holdings Group around blue collar services, and particularly praised the group's outstanding contributions in deeply serving the blue collar population and empowering the development of vocational education. This visit not only effectively built a bridge for efficient communication between government and enterprises, but also outlined expectations for cooperation around the long-term development of Rizhao City, especially the deep development of blue collar talents.
